eien no shikaku 永遠の刺客 is part of devs team which you might know if you really are following this game. Interesting that you think you know more than devs team. Especially a software company should be able to manage the Pandemic well. Pandemic is rough but no excuse for poor communication or years of delay with a product. I work in customer support myself, our 24/7 support was not offline for a single day despite we all worked from home from one day to the next. It's not unheard of that PlayWay simply pulls a plug, regardless of how to close to release this really is. After all, PlayWay is still behind it so if PlayWay pulls the plug it's bad news for the developers (and for those like me who want to buy the game). We do not know what it means for this particular game. So it's probably a good idea to reorganize the company if hat means afterwards it's organized. Release dates are push out again and again and it is perceived as if developers, moderators and management do not really now themselves what is going on. Development seems to have gone terrible as well if you look at how long this is now on Steam. That said, despite looking great, communication was always poor. The game looks great (otherwise I would have long removed it from my wishlist), there is also progress unlike other games where PlayWay has their fingers on and you only see screenshots as a bait so you wishlist it on Steam. It seems like they have completely different teams on the different games which is fine to be honest - however as I am an outsider I can't speculate on how independent the teams are from each other. Guess going with three different games at the same time was a bad idea, eh ? It's a bit difficult to speculate who works on what.
